The file is a gzip compressed tar file. Download it to your system,
and unpack it with the command tar -zxvf
lpsc_template-1_4.tgz
which should create a directory named lpsc_template-1_4.
The lpsc_template should be straightforward to use. Read the README.txt file and the comments in the .tex files for more information.
